"FG can't meet ASUU's N92b demand' - Ngozi Okonjo-Iweala says

 Minister of finance, Ngozi Okonjo Iweala said yesterday during the opening of the two-day
meeting of Commissioners of Finance and Accountants-General of States, that the federal
government can't meet the N92billion being demanded by ASUU.
 Ngozi Okonjo-Iweala said
“At present, ASUU wants the Federal Government to pay N92 billion in extra allowances,
when the resources are not there, and when we are working to integrate past increases in
pensions. We need to make choices in this country as we are getting to the stage where
recurrent expenditures take the bulk of our resources and people get paid but can do no
work. Since I assumed office, the share of recurrent expenditure in our total budgets had
increased astronomically. In fact, recurrent expenditure accounted for about 77.2 per
cent of the federal budget and we are now working to re-balance this ratio.
The country is still suffering from the effect of the 2010 increase in salary. Do we want to
get to a stage in this country that all the money we earn is used to pay salaries and
allowances? If the demands of the university lecturers are met and we continue to pay
them salaries and allowances, we will not be able to provide infrastructure in the
universities.”
So what does this mean? Students will continue to stay at home?

Boko Haram kills 56 in Borno mosque, village attacks

  In yet another bizarre
occurrence, suspected
members of the violent
Islamic sect, Boko Haram,
have reportedly gunned down
44 people praying in a
mosque in Borno State.
Agency reports on Monday indicated that the killings
occurred on Sunday morning at a mosque in Konduga town,
about 35 kilometres outside Maiduguri, the Borno State
capital city.
A State Security Service agent and a member of a
vigilante group working with the military told
the Associated Press on Monday that they counted the
bodies at the mosque after the attack.
A member of the vigilante group, Usman Musa, said four
of his colleagues were killed when they responded to calls
for help.
Musa said the vigilantes encountered “fierce resistance
from heavily armed terrorists,” along the way from
Maiduguri to Konduga.
The state security agent spoke on condition of anonymity
because he was not authorised to talk to reporters.
Musa and the security service agent said the attackers
wore military camouflage uniforms used by the Nigerian
army, which they might have acquired in one of their
attacks on military bases.
On their way back from Konduga, the security forces
came upon the scene of another attack at Ngom village,
five kilometers outside Maiduguri, where Musa said he
counted 12 bodies of civilians.
Twenty-six worshippers at the mosque were hospitalised
with gunshot wounds, said a security guard at the
emergency ward of Maiduguri Teaching Hospital. He and
the state security agent both spoke on condition of
anonymity because they were not allowed to give
information to reporters.
Agency reports also indicated that the leader of the Boko
Haram sect, Ibrahim Shekau, boasted in a video that his
members had killed many soldiers.
In a video received by journalists Monday, Shekau
reportedly brushed off any gains asserted by the
security forces.
They were killed as they said their prayers in a mosque in
Borno yesterday
“You soldiers have claimed that you are powerful, that we
have been defeated, that we are mad people,” Shekau
said in the local Hausa language.
He added, “But how can a mad man successfully
coordinate recent attacks in Gamboru, in Malam Fatori,
slaughter people in Biu, kill in Gwoza and in Bama, where
soldiers fled under our heavy fire power?
“We have killed countless soldiers and we are going to kill
more. We can now comfortably confront the United
States of America.”
On Christmas Day in 2011, Boko Haram members attacked
St. Theresa’s Catholic Church in Madalla, Niger State,
killing at least 43 parishioners.
When our correspondent contacted the Director of
Defence Information, Brig.-Gen Chris Olukolade, he said
that he was not aware of the killings in the Borno mosque.
“I am not aware of this incident. I have not received any
official briefing on this incident you are talking about,”
Olukolade said.
The violent sect has been responsible for at least 2,000
deaths since 2009 when it began a violent campaign
against the Federal Government and its varied targets
have included churches, mosques, drinking joints, military
and police facilities.
Just last week, the terrorists attacked a barricade
mounted by the Joint Military Task Force in Gonori, Yobe
State, killing six soldiers and two policemen.
A state of emergency to curb the sect has been on in
Yobe, Borno and Adamawa states since May 14.
 Meanwhile, the United States government has said that it
has sent out invitations to some of the 19 governors in
northern Nigeria to deliberate on ending the Boko Haram
insurgency.
The US Mission in Nigeria said a senior delegation from
the US State Department expected in the country for
the 9th meeting of the US-Nigeria Bi-National
Commission, scheduled for Abuja on August 15, would
hold discussions with the governors.
United States Consul-General, Mr. Jeffrey Hawkins,
stated this during a “Roundtable with Opinion Leaders on
the US-Nigeria Bilateral Relationships” in Lagos on
Monday.
Hawkins said the rationale behind the planned meeting
was to have the “inputs’’ of the governors as part of
efforts by the White House to collaborate with the
Nigerian government in ending terrorism in the country.
He added that the discussions with the governors would
involve the leader of the American delegation, the United
States Under Secretary of State for Political Affairs,
Wendy Sherman; an Assistant Secretary in the US
Department of Defence, high ranking Deputy Assistant
Secretaries of States from the State Department, and
officials from the US-Africa Command among others.

Boko Haram Leader Claims Kano Attacks In Video, Challenges Obama, Hollande

Haram Islamists has claimed a
series of recent deadly
attacks on security forces in
the northeast, in a video
obtained by AFP Monday.
Abubakar Shekau also insisted
that he was in “good health” despite an ongoing military
offensive aimed at crushing the Islamist insurgent group
he heads.
“You have not killed Shekau,” he said in the video
distributed through a local intermediary in a similar
manner to previous Boko Haram messages.
Seated on a short stool with a kalashnikov rested on his
right shoulder, Shekau said Boko Haram was “responsible”
for several deadly raids over the past month.
These include attacks on the police and military in the
towns of Malam Fatori and Bama, which sparked clashes
that killed at least 35 people, according to the military.
The video contained what Shekau claimed was footage of
Boko Haram gunmen opening fire on the military in Bama,
using heavy weapons mounted on flat-bed trucks.
Shekau also referred to fighting in the towns Baga and
Gamboru Ngala near the border with Cameroon, .
The Boko Haram leader has been declared a global
terrorist by the United States, which in March put a $7
million (5.3 million euros) bounty on his head.
“I’m challenging Obama,” Shekau said in the video. He
voiced similar challenges to French President Francois
Hollande and Israeli Prime Minister Benjamin Netanyahu.
“They are no match for me,” he proclaimed.
Boko Haram is believed to be made up of different
factions, with Shekau leading the most radical Islamist
cell.
He has ruled out any dialogue with the government and
says he is fighting to create an Islamic state in Nigeria’s
north.
The northeast is currently under a state of emergency as
the military pursues an offensive seeking to end Boko
Haram’s four-year insurgency.
The insurgency is estimated to have claimed more than
3,600 lives since 2009, including killings by the security
forces.
Nigeria’s 160 million population is roughly divided between
a mainly Christian south and mostly Muslim north.

Police arrest 11 Armed Robbers And 26 Cultists

 Ogun State police command at
the weekend said it has
arrested no fewer than 11
members of an armed robbery
gang that has been terrorising
the people of Abeokuta, the
state capital in recent time.
A statement issued yesterday by the command’s Public
Relations Officer, PPRO, Muyiwa Adejobi, said the
collaborative effort of the police and men of the state
vigilance service led to the arrest of the 11 suspects, one
of who was identified by their victims last Saturday.
Their arrest was even as another 26 suspected members
of a secret cult group were arrested over the weekend
across major cities and communities in Ijebu areas of the
state.
Adejobi in the statement, said policemen at the Ibara
Division led by the Divisional Police Officer, DPO, Oyewole
Emmanuel, had arrested the 11 suspects late on Saturday
at Itori Oke area in Abeokuta, following a distress call
received by them.
The PPRO gave names of the suspect to include:
Ebunoluwa Oyinbo, a female, while the other 10 male
suspects are; Ishola Yusuf , Aremu Ismaila, Adebayo
Adeola, Seun Daramola, Rasheed Ahmed, Adejare
Oluwaseun, Rasaki Disu, Sunday Egbejinmi, Abiodun
Soroyehun as well as Sodiq Ajayi.
Adejobi said one of the victims (name withheld) identified
one of the suspects, Adebayo Adeola, to have been the
one that robbed him in his house earlier on August 3, 2013
at about 4.00am.
He further said the state Commissioner of Police,
Ikemefuna Okoye, has ordered that the suspects be
thoroughly investigated while they are kept at the State
Criminal Investigation Department (SCID), Eleweran,
Abeokuta.
Giving assurance that the suspects would be charged to
court after the investigation has been concluded, the
police commissioner urged the people of the state to have
trust in the police and share useful information to assist
the police achieve its goal of a crime free state.
In a related development, National Mirror gathered that
the arrest of the 26 suspected cultists was carried out
by the Deputy Commissioner of Police in-charge of
operations, Muhammad AbdulKadir, in a raid launched by
the police at their hideout and black spots across
Ijebuland.
The command’s PPRO, Adejobi confirmed the arrest,
adding that the operation was part of the command’s war
on cultism in the state. He said the cultists were part of
those who have in recent time been involved in the killing
of innocent people in the Ijebu axis of the state

Customary Court in Lagos
was recently turned into a
drama stage when a couple
appeared before the court
for the dissolution of their
nine-year-old marriage.
The couple, Emmaunel Adegbola and Olufunke, made
allegations and counter allegations of infidelity and rape
Emmanuel alleged that Olufunke was unfaithful and as
such, he wanted a divorce, but the wife, in a counter
move, alleged that her estranged husband was fond of
raping her anytime she was not in the mood to make love.
In his judgment, the court president, Mr R. I. Adeyeri,
said it appeared that the estranged couple were tired of
the marriage and love had been lost since all efforts to
reconcile both parties had failed.
“Since both parties consented to the dissolution of the
marriage, the court has no choice but to dissolve the union.
Both parties are no longer husband and wife. They are
free to go their separate ways,” he said.
The court further ruled that the issue of custody of their
four children, aged between four and eight years,
including a set of twins, should be referred to the family
court within the Lagos Judicial Division.
It also ordered Emmanuel to pay N50,000 as
rehabilitation cost to his wife.
63-year-old Emmanuel, in his petition, filed on June 26,
2013, had asked for the dissolution of his nine-year-old
marriage for alleged infidelity on the part of his wife.
He alleged that his wife was having an affair and that her
lover always came to his their house whenever he
(Adegbola) travelled out of Lagos on business.
“My wife was harbouring her boyfriend in the house I
rented for her. Anytime I went there unannounced, I
always met the man. My wife was unable to give a
satisfactory answer on who he is or his mission in my
house.”
He alleged further that his wife started threatening his
business by setting up the same business close to his
business address and was diverting his customers to her
shop.
“Initially, I told her that we should start a pure water
business together, she told me she was not interested.
But later, she opened her own pure water business
without my consent, snatching all my customers and this is
is now affecting my own business,” he said.
He added that his wife was no more cooking for him, as
she would complain of tiredness, and “that I should go
and cook for myself.”
But 40-year-old Olufunke didn’t let this go unchallenged.
She not only denied the allegations but also told the court
that the man her husband used to see in her house, was
her brother and she was not having an affair with any man.
She stated further that she was not threatening her
husband’s business but was forced to set up her own
business because her husband was not paying her salary
but was using her as a slave.
“My husband was only using me as a slave, he was not
giving me money. He and his first wife were sharing the
proceeds from the business,” she said.
